Click on it, then hit "uninstall". This will remove all the data and the app itself. If the app does not show up there, you will need to reset the cache. Right click on the bottom left windows icon, then click on "Run". Type in WSReset. Hit enter once done typing it in. Restart and see if your download is able to uninstall.
